Help with blackouts and ghosts

I am putting together "list of leads" so to speak for my cell of hunters. I'm rather new to the setting and trying to absorb all the info i can. what creatures could cause a mass blackout, comparable to the NY blackout of 1977. also how do you get rid of ghosts? is it a just up to me thing? or is there something i can read on the wiki or something about it? just looking for an answer that would make sense and not sound completely dumb like "the power of friendship".
