To the somewhat surprise of General MacArthur, Arizona has declared its allegiance to the Provisional Government. This grants us access to the southern portion of the Colorado River, as well as a route into California itself. However, US Army assets in Arizona have been deemed insufficient to protect the state. In cooperation with the Arizona National Guard, an official state militia is to be formed to assist federal forces in restoring order in both Arizona and the surrounding area. Therefore, Governor Mouer and the State Legislature have authorized the creation of the "Arizona Rangers" which will serve as both a law enforcement agency as well as a paramilitary force to assist the US Army in putting down the nationwide rebellions.

Tracing their heritage to 1901 organization of the same name, and even further back to the territorial rangers before and during the civil war. The force consisted of 26 men, mostly Spanish-American War veterans who served with former president Theodore Roosevelt's Rough Riders. Their methods of tracking and crime-fighting were well known; the novelist William Raine had this to say about them "To the credit of the ranger it may be said that nine times out of ten he brings back his man, dead or alive...". Due to the breakdown of national government, and the hot conflict nationwide, their services are once again needed in Arizona.

Their formation will begin as soon as funding is allocated. They will be organized into 10 battalions of 700, with several companies existing for the purpose of enforcing the law, as well as tracking down... political fugitives in the southwest. They will be led by Arizona National Guard officers, with the law enforcement companies being headed by local federal marshals. Finally, a former captain of the original organization, Burton C. Mossman will be contacted, offering an advisory position in directing the Arizona Rangers enforcement of the law.
