As such, Canada conveys that Costa Rica should - officially - cede the land occupied by Panama in exchange for Panama dropping the rest of its claims over the disputed territory. While not fully yours, Panama has shown to not only its people, but Latin America their prowess on the battlefield. However, with America in turmoil, other powers have shown an interest in the region and further instability in Latin America might prevoke foreign intervention that Canada can not reasonably ward off. As such, we urge for you to make a deal with Costa Rica, keeping the land you have currently in Coto Brus but dropping the rest of your claims. In exchange for the dropping of your claims, Canada can offer Panama something of greater value that will not only solidify support for your regime, but provide Panama with the economic power to finish its recovery from Black Monday: The Canal.
