With the Union Nationale led by Maurine Duplessis leading in the polls over the incumbent Liberal premier Joseph-Adélard Godbout for most of 1936, it seemed that a clean-sweep for the UN would occur in Canada. However, the Tories - not wanting to see a significant disruption to an eventual British return to the Home Isles and boosted by thousands upon thousands of British Exile over the past 11 years, presented a last minute to the Liberals, offering to withdraw their candidates for Quebec's riding and endorse Liberal candidates across the province in exchange for the Liberals supporting a bi-partisan version of Bill C-7 after the October Elections.
The Liberals, not wanting a hostile Quebec Government threatening an independence referendum in the middle of any liberation effort, reluctantly agree with the Conservative proposal, but state that the unity 'government' in Quebec will not translate to the upcoming elections. With the Tories boosting the Liberals, a small backlash would arise among traditional Liberal voters, with some Liberal voters quickly defecting and voting for the Nationalist Party led by Henry Stevens.

With the inability for the Union Nationale to adequately respond to the Liberal-Tory alliance in Quebec, Joseph-Adélard Godbout has been reelected as the 15th Premier of Quebec. Promising that the federal government would only institute conscription in Quebec should a majority of Quebecer citizens vote in a referendum, Godbout - with the support of the British Exiles and the Tories - would manage to win a series of ridings primarily around Montreal, the suburbs of Ottawa and near the Canadian-American border, with the initial construction of the St. Lawrence Waterway seeming to help rally supporters of the Liberals and Tories to action.
