Naval Minister Osami Nagano was extremely pleased with the outcome of the Tokyo Naval Treaty. The public opinion and prestige of the navy suffered during the naval arms race of the 1920s, but in one fell swoop the navy is once again ascendant. Truthfully, before the start of the conference Nagano expected the naval powers to reject treating Japan as an equal and once again attempt to relegate Japan to second tier status. His initial plan was to admonish the other naval powers before sending them home when reaching an agreement became untenable.
However, the conference went better than expected. The Japanese Navy forced the white powers of the world to recognize the Japanese as a significant power with Japan even being given greater tonnage than the Union of Britain. This success is not only military, but political as well. The prestige of the Japanese Navy has never been higher. Given this the following letter is written to Prime Minister Konoe:
Prime Minister Konoe,
I am writing to you in earnest to relay the results of the conclusion of the Tokyo Conference. Japan has scored a major diplomatic victory. The other attendees came to Tokyo and saw the growing strength of Japan. The United States had their tonnage maintained while Germany saw a slight uptick. Japan was given tonnage only slightly behind Germany on the back of a 50 percent increase in our allowed tonnage. We were even given a marginally larger tonnage than the Union of Britain.
Today the navy has won a great victory for Japan and your government. We expect the prestige we have brought Japan to be repaid in earnest. The navy is currently planning our 3rd Naval Armament Supplement Programme. Given our diplomatic victory for Japan, it is only fitting that additional funds be granted to the navy to expand the navy to meet our newly won tonnage limits.
The navy has won a great victory on the world stage that has eluded Japan for decades, something the army has failed to deliver. We have proven beyond a shadow of a doubt that Japan's growing power will be built on the back of her navy. It is important both politically and for the national defense that Japan capitalize on this victory right away.
Therefore I propose that our supplement program be increased from 806,549,000 yen for ship building to 890,000,000 yen. A portion of this will be dedicated to additional aircraft carriers, so we also desire 125,000,000 yen instead of 75,267,000 yen for naval aviation. This will bring the total cost of the program from 881,816,000 yen to 1,015,000,000 yen, an increase of just 15 percent. This 15 percent increase will ensure Japan not only her needs for self defense, but also that her needs to project her rightful power abroad and throw off colonial oppressors where necessary.
