While trade policy towards the United States and the rest of the world is currently being debated at the 8th Imperial Conference, that does not mean Canada's recovery from Black Monday is over. While partly insulated from Black Monday due to a disassociation with the German economic sphere, the economic situation in America has impacted Canadian industry and economics for the worse. While a natural recovery from Black Monday is possible, Canada can not afford to wait as the Third Internationale take advantage of a weakened German position in Europe.

As such, in the lead up to the Canadian Federal and Provincial Elections, the Liberal Party has committed itself to greater public works projects across Canada, aimed at not only creating jobs, but helping transition the Canadian economy from a primarily agricultural one to a more industrialized one. If war needs to break out, the raw resources provided by Canada and her allies must have the industry backing it if the Exiles and Canada want to see the Union Jack fly over Westminster.

Expansion of the Crown Corporations

While Crown Corporations have assisted the Canadian economy since their inception under Mackenzie King, the recent economic downturn has shown that existing government enterprises and intervention has not gone far enough. As such, a new series of Crown Corporations shall be established across Canada to provide meaningful jobs to Canadian citizens. For too long have Canadian citizens been limited in their employment opportunities! Crown Corporations shall be established in each Canadian province taking into account unemployment levels and general population in order to prevent an oversatuation of Corporations in any province. Given broad authority once established, it is believed that the establishment of these corporations with the financial backing of the Crown and the government will not only reduce unemployment, but give regular businesses the ability to function once workers aren't living paycheck to paycheck. Of great interest will be the expansion of hydro-electric power plants and stations across Canada with a focus on Ontario, British Columbia and Quebec.

Labor Camps for the Unemployed

To assist in the construction of these Crown Corporations as well as infrastructure projects deemed necessary to future modernization and expansion of the Canadian economy, labor camps will be established across Canada. Meant to be temporary housing and lodging, these camps will provide the needed infrastructure for workers to work on projects, even if far away from traditional 'civilization'.

Mining Expeditions to the Laurentian Plateau

Canadian resources are abundant in the region and while the region hasn't been fully explored, it stands to reason that this region has more to give in terms of mineral and resource deposits. As such, existing companies and future Crown Corporations shall be established in the remote regions around the Hudson Bay to not only categorize and organize newly found mineral deposits but begin their exploitation to make Canada and the Entente further self-sufficient in natural resources.

Expansion and Modernization of Halifax

Halifax is our main naval base in Eastern Canada and while Halifax was the main base of operations for Canadians being not only deployed to Europe, but also the main port of call for a good majority of the British Exiles, a proper modernization of the port has not been forthcoming. In order to not only be able to repair existing capital ships but build new ones as necessary, additional causeways and dry docks shall be established in the vicinity of Halifax with existing dry docks being retrofitted and modernized in order to help reduce turn-around times should a ship become damaged through combat or accident. A Royal Navy needs a 'Royal' Port, no?

The Rowell-Sirois Commission

While King and the provincial governments have been able to stem the the worst of the Great Depression and Black Monday, the Provincial Governments have been stressed with the financial burdens caused by unemployment benefits and public works spending being substantially bigger than expected when Canada was founded in 1867. The disproportionate power between provincial spending and government collection of tax funds has prompted a reform commission made up of Anglophone and Francophone members in order to determine the best course of action going forth. Led by Newton Wesley Rowell and Joseph Sirois, its expected that this Commission will better organize the Canadian economy and eliminate a source of conflict between the federal and provincial governments.

St. Lawrence Seaway

The crowning jewel of Canadian expertise and meant to symbolize a fully recovered Canadian economy, the groundwork for an overhaul and expansion of existing locks and canals on the St. Lawrence River is under way. Intended to be a logical expansion of the (4th) Welland Canal near Niagara Falls, the St. Lawrence Seaway - as it has been named by the press - intends to allow for larger, modern sea and oceangoing vessels to travel from Port Colborne in Ontario Province all the way to Montreal in Quebec Province. While some issues are bound to arise, primarily with the fact that the St. Lawrence river forms the border between Ontario and New York, surely the Americans would agree with the need to modernize transportation into and out of the Great Lakes? As such, the Canadians request approval from the Americans to utilize the American side of the river in order to construct the proposed dams and canal locks needed to make this project fully functional.
