The palace has undergone massive and major changes, not only with a complete redesign of almost everything. The structure has existed since our inception, but must undergo changes that will carry over into the next and modern ages. One change is that the basement will be made into a bomb shelter, capable of holding up to 100 people inside. Outside of a bomb shelter, it shall exist as a communication and main barracks for all soldiers operating within the President palace with a maximum of 50 soldiers on duty in peace-time. Those working at the Presidential Palace shall have increased salaries, making it the most sought-position for any member of the military.
Notably, the front pavement will be able to sustain a few vehicles for the President's convoys, paved in such a manner to accept guests with ease. The perimeter will be established with barbed-wire fencing at around 5-meters high with guard-towers on all four-corners. Soldiers will be on constant patrol of the fencing, perimeter as well as the rooftop to ensure the President's upmost safety.
The backyard will host a koi fish pond as well as a small fountained area. This is primarily for gawking, offering even a garden on the rooftop. On the second story, it is visible to see El Presidente's speaking box, where he may give speeches connected to speakers to the citizens of Caracas.

Minister Yorman Pacheco has devised a plan that is aimed to assist the day to day lives of those affected by the recent economic disaster. More conservative elements disagree with Pacheco's thoughts, but the President is in full agreement - it would be a mistake to cut welfare when the people need it the most. These welfare programs have not only been heralded as the one thing keeping Venezuela alive but also it has been expanded so that it may reach as many vulnerable Venezuelans as possible.
It is our hope that with gracious income, we may be able to afford to allow all of our citizens to live in basic-needs housing with each and every single necessity taken care of. Shelter, clothing, food and clean water. All of these will be protected for all of our citizens. One such form of this is what was proposed in the United States of America - social security.
Venezuela's Social Security Act of 1936
The act was drafted with the Minister as well the President. It is expected to see Venezuelan Congress early in June, much to the dismay of many citizens who wish for support now, not later. Welfare within Venezuela was already extensive during the 1920's, but this effort moves to ensure full protections of the citizens who fail to meet that margin.
This includes monthly stipends for the elderly and impoverished, widows and fatherless children as well as an unemployment system. Alongside this unemployment system, it will guarantee citizens the right to find work. Simply put, a social safety net for those who are the most vulnerable during disasters. Thus, in order to maintain stability and keep people happy, we will expand this system so that more poor Venezuelans can access it.
In order to receive continued unemployment, citizens will be required to check in weekly with unemployment offices who will reach out to companies and find jobs for them that match their experience, resume and/or general criteria for these individuals.
The retirement age shall be 65 for men and 60 for women.
International Workers' Day
International Workers' Day will be changed from 24 July to the 1 May, starting 1 January, 1937.
