Kishi as Deputy PM and the foremost economic expert would host a series of talks with the major Zaibatsu. In the wake of Black Monday, the Tokyo Stock Exchange has seen prices slump as the market reacts to the news out of Germany. Kishi has made it clear to the private sector that he will soon be drawing up the 4-year plan, and that this will mean generous contracts and orders to the Zaibatsu, but that in order to maintain their good graces they must follow the policy of the Imperial government. If they are not to face strikes or other such actions, they must ensure to maintain current rates of employment, even if it means wage cuts.
Kishi has made it clear he is willing and able to use the Syndicates as a new state tool to bully the Private Sector into bowing down to the needs of the center. From now on the Corporation must accept its role as the instrument of dynamism and underpinning of the economic life of the Japanese nation and people. Its duties must not be solely profit but also spiritual in raising the consciousness and production of the Japanese as a whole. Heavy industry will receive a special priority as rearmament enters a new frenzied phase as we near a new state of National Economic and Spiritual Mobilization along Corporatist and National Syndicalist lines.
