Following a report regarding the establishment of the CPLF in the West Indies Federation as well Black Monday and its impact on the Commonwealth as a whole, the Dominion of Canada would establish what would be called the Moyne Commission to better investigate the claims raised by the recent report from the region. Stating that while the news from the Caribbean is troubling, the report given to Ottawa authorities is too vague to act upon. As such, a delegation from Canada will travel from Halifax south to the West Indies Federation in order to conduct a through report in time for the 8th Imperial Conference expected to be held in late May. Starting from Guiana, the Commission will move island to island, gathering both federal WIF reports and statements from the local populations and authorities to get a better grasp of the situation in general.
The expedition will include both Canadians and British Exiles and as such, will be composed up of the following: Walter Guinness, 1st Baron Moyne (team leader); Dr. Mary Blacklock (who specializes in tropical medicine), Professor F. Engledow (who specializes in agriculture), Hubert Henderson (who specializes in economics), Sir Percy MacKinnon (representative of Canadian financial interests in the region), Cora Taylor Casselman (Liberal Politican from the riding of Edmonton East), Walter Citrine, 1st Baron Citrine (anti-socialist trade unionist) and Ralph Assheton (Conservative Poltitican from the riding of Sarnia-Lambton).
