Following the creation of a new national unity government under Konoe, the administration has outlined a series of fundamental changes to the structure of the state. Konoe is a proponent for a fundamental and total reorganization of civic and state life towards the greater objectives of the state.

Konoe has proposed that the first step in the process is the construction of a new ruling party. The Imperial Rule Assistance Association or Taisei Yokusankai shall be the fundamental backbone of the new society we shall construct. The party shall organize numerous organs for the integration of all peoples into a cohesive national consciousness. It is only through unity and cohesion that Japan can triumph over Imperialism.

• The creation of a National Workers Front made up of Syndicates organized along the high principles of National Syndicalism, this means that each occupation shall constitute a syndicate within the NWF

• The creation of a Great Japan Youth, a body designed for boys and girls, where they will receive spiritual, cultural and athletic instruction to achieve a higher state of readiness and Japanese consciousness. This shall serve as the primary organ for youth mobilization and branches shall exist in every community in the nation

• The party shall organise local organizations at the smallest community level up to regional and national levels as well as overseas branches. This will ensure a large reach and structure encompassing the whole of the nation

• The Greater Japan Women's Association will include and mobilise all women, encouraging important values such as loyalty to the Emperor, spirituality and it will also promote a greater role and mobilization of women in society. Educational initiatives shall be launched to further develop this untapped and loyal section of the Japanese population. Further, awards ands medals will be given to successful mothers along with cash rewards and other privileges

• The Great Japanese Office of Settlement will be a quasi political and state organ responsible for financing the migration of young couples and families from the home islands to our new colonial territories. This will help deal with unemployment and landless people following the recession

• The Yokusan Sonendan will be a volunteer militia organised in all Japanese communities. They will meet weekly for drills and exercises to ensure a constant state of martial bonds. This also will ensure colonial territories have an auxiliary colonial rear guard for community self defence and self sufficiency on the frontiers of the Empire

• The State will take control over all non government media in the Nation. Radio, Cinema’s and Newspaper will all be brought under direct Imperial control for the enlightenment and education of the Japanese people

The party shall from here on act as a national body for the expression of National Syndicalism and political thought. All other political parties will hereby be dissolved.
