February 1936
The Japanese ambassador requests a meeting with their French counterpart in Paris. In the wake of Black Monday and changing geopolitical dynamics in the sphere of international politics, the new government of Japan has decided that the Liberal politics of internationalism and cooperation must be at an end. A new agenda of realism and global politics must be at the forefront of our foreign policy. Decisive geopolitical strategy requires forging bonds and relations with nations we may not be entirely ideologically or philosophically aligned with. Still, it is our duty to do all things we can to further the interests of the Japanese Empire.
We, therefore, propose to, first of all, establish a closer bond with the French Commune. This would take an economic/commercial as well as a technological and military-industrial bent. We believe certain Japanese advances in regards to Naval weaponry and certain French aeronautical propulsion technology could create a good testbed for a system of covert technology sharing.
