The Empire of Germany issues the following proclamation worldwide.

Proclamation of Blockade of the Third Internationale

i. A State of War exists between the Empire of Germany and nations of the Third Internationale. In order to prevent the shipment of war goods into the Third Internationale and to ensure that war profiteering is not practiced by any rogue states, a blockade is to be enforced against France, Great Britain, Norway, Mexico, Chile, and any other Syndicalist nation.

ii. All ships, including those from neutral nations, are subject to being stopped and searched for war contraband when trading with any of the above nations.

iii. Per internationally agreed upon regulation, ships found in the waters around France, Great Britain, Norway, Mexico, Chile and other Syndicalist nations, are liable to be stopped and searched by properly flagged warships of the Empire of Germany. A ship repeadetly refusing calls to lay to is liable to be fired upon and compelled by arms to stop and submit to a search. This applies to ships of neutral nations.

iv. Should war contraband be found to be loaded aboard any neutral ship, that ship is liable to be found to be violating its neutrality and will be seized or destroyed, with its crew being afforded transport to Germany or an allied nation for internment.

v. All ships flying the flags of belligerent syndicalist nations are liable to be stopped and seized at any time, even those not found to be conveying articles designated as war contraband.

vi. Any attempt by neutral warships to prevent the legal stop and search of neutral vessels for the purposes of enforcing the blockade are found to be in violation of their own neutrality, and are liable to be fired upon.

vii. Neutral nations are allowed to submit to inspection at German ports to be issued a pass through the affected area if they do not wish to be stopped by German warships at sea.

Addendum I: Articles Designated as War Contraband

The following items are declared as War Contraband.

i. Any arm, warplane, airship, artillery piece, bomb, shell, armored vehicle, or similar weapon or article of war, or any significant component thereof.

ii. Any other motorized vehicle, including, but not limited to automobiles, trucks and autobuses, or any significant component thereof.

iii. Any piece of significant industrial machinery, including turbines, engines, generators, or any similar article, or any significant component thereof.

iv. Petroleum or any related product in any significant quantity.

v. Any metal used in the production of war goods, including steel, iron, aluminum, nickel, silver, chromium, copper, lead, tin, zinc, or any other similar material, in any significant quantity.

vi. Coal, lignite, or any other related product in any significant quantity.

vii. Natural gas in any significant quantity.

viii. Absestos in any significant quantity.

ix. Natural or artificial rubber in any significant quantity.

x. Any other material used for industrial production of war goods, at the discretion of the German Navy, in any significant quantity.

xi. Any article or machine used in the production of chemical weapons.

xii. Any component or material used in the production or synthesis of chemical weapons.

xiii. Any piece of communications equipment or significant component thereof, including, but not limited to radios, telegraphs, receivers, wire, and components of RADAR systems.

xiv. Any article of clothing likely to be used in a military context, including, but not limited to boots, uniforms, drawers, socks and overcoats.

xv. Any piece of military equipage, including, but not limited to tents, blankets and bags.

xvi. Any material likely to be used in the production of military clothing or equipment, including, but not limited to leather, canvas, cotton, and wool.

xvii. All foodstuffs likely to be used in a military context, in any significant quantity, including, but not limited to grain, wheat, flour or other cereals, sugar, meat and produce.

Addendum II: Additions to Addendum I

The following clarifications and expansions of contraband are also liable to be seized.

i. Any type of explosive, or any article, material or instrument likely to be used in the production of an explosive.

ii. Any bullion, coin, currency, or evidence of debt, or other financial machinery.

iii. Any other contrivance or means of conduction on the land, sea, or air, or any significant component thereof.

iv. Any article, instrument, or material disguised or otherwise concealed from inspectors.
