Introduction
The recent outburst of French-sponsored partisan activity in Elsaß-Lothringen has laid out bare a hard truth, the German Armed Forces are not ready for the multidimensional wars of today. While the military is prepared for the modern pitched battles, it is hopelessly outdated in dealing with partisans and infiltrators within Germany. While this problem beseeches Germany, the solution came from Mittelafrika. Graf Hermann von Göring, upon hearing of the dilemma in Elsaß-Lothringen, recommended the services of Oberst Theodor von Hippel, the commander of the successful Special Operations & Tactics Office in Mittelafrika. von Hippel was promptly recalled to the mainland, and promoted to Generalmajor. Generalmajor von Hippel was then assigned the command of the Kommando des Spezialoperationen (Special Operations Command). In order to facilitate the assimilation of previous military intelligence and special forces assignments, forces such as Abteilung III b, paratroopers, and elements of the naval intelligence wing will be assigned under Theodor von Hippel.
Kommando des Spezialoperationen
As the head of anti-partisan activities in Mittelafrika, von Hippel successfully innovated some of the tactics of modern day counter-insurgency and anti-partisan warfare. Having now been tasked with defeating the partisans in Elsaß-Lothringen, with promises of promotion and expansion of the command if successful, von Hippel got to work. He to create five branches to the command, the Sicherheitsdienst, Stabswache, Stadtkommando, Militärischer Ermittlungsdienst, and Spezialeinheiten. These five branches will be tasked with various activities, ranging from offensive to defensive to anti-partisan activities. Taking the core of his staff in Mittelafrika, von Hippel had no issue staffing the branches with skilled commanders, but the real test would be finding capable enlisted men to staff them.
Sicherheitsdienst
The Sicherheitsdienst, or Security Service (SS), will be an official section of the Heer's Military Police. Officially tasked with assisting the MP's in working outside of explicitly military controlled areas, the Sicherheitsdienst will in actuality work to counter partisans in Polish and French majority areas. They will have jurisdiction in all of Elsaß-Lothringen, as well as large parts of Polish-majority eastern Germany. The SS will focus on building networks of indigenous collaborators and informants, as well as working with already loyal Frenchmen and Poles to infiltrate existing partisan groups and create dissent and confusion. The SS itself will also be granted the authority to search and detain anyone in their jurisdiction who is deemed a threat to national security, with the additional authority to hold them without filing any charges for six months. Recruiting veteran police officers, MPs and guards from Mittelafrika/GEA, and drawing from those with some experience in the intelligence field, the SS will also have an extralegal force of former Reichspolizei figures, who will be tasked with directly assaulting partisan-linked businesses and fronts, as well as attacking suspected resistance meeting spots. The SS will also work on so-called "black operations," though these are extremely classified and not to be displayed to the public. All efforts of the SS will be overseen by the German government and the Kaiser himself to avoid repeating the mistakes that led Rohm to power.
Stabswache
The Stabswache, or Staff Guard (SG), are to be an additional layer of security for HQs on the divisional level or higher, as well as providing military protection for critical services or facilities, important civilian targets, and the protection of civilian VIPs. Various elements of existing forces already conducting these duties will be transferred to the SG. The SG will also be in charge of monitoring, detaining, and sabotaging threats to national security, with duties including monitoring the phones and letters of suspected foreign sympathizers, the ability to arrest and detain non-citizens for up to one month without charging them, the ability to monitor any individual who they deem is a "threat to national security," and the authorization to use lethal force to secure all protected individuals and sights. The SG will work to prevent further attacks on important German soft and hard targets in Elsaß-Lothringen, as well as helping to prevent attacks on important military and civilian leaders. The SG will largely recruit from police forces, existing forces, and MPs. To prevent complacency at any facility, guards will be rotated on a bi-monthly basis between facilities, though supervisors will have longer deployments to individual assignments. Additionally, the SG have been authorized to operate in and out of uniform, with all SG plain clothes operatives being assigned badges and IDs with anti-forgery elements.
Stadtkommando
An offensive unit, the Stadtkommando (City Command) will be a specialized offensive force to fight in urban centers. Comprised of regular infantry, the Stadtkommando will be about the size of a division by the time preparation and training is done. They will then be deployed to various hotspots where their skills are required. As part of their kit, they will be primarily outfitted with semi-automatic rifles, sub-machine guns, and have additional explosive devices at their disposal. The Stadtkommando's first battalion will be immediately deployed to Elsaß-Lothringen, where they will act as an urban anti-partisan force in conjunction with the Sicherheitsdienst. Additional units will be gradually made available to conduct urban operations in other fronts. The doctrine of the Stadtkommando is severely different in both the operational and tactical levels from those of regular infantry, with a special focus the three-dimensional aspect of conflict in urban centers, as well as the use of below ground infrastructure and detecting/using boobytraps. Additionally, the Stadtkommando has been trained more throughly on identifying friends, foes, and neutral figures.
Militärischer Ermittlungsdienst
The Militärischer Ermittlungsdienst, or Military Investigative Service (MIS) will be a relatively large command that will absorb the various intelligence aspects of the different branches of the armed forces.
Spezialeinheiten
The Spezialeinheiten, or Special Forces (SH) will be a specialized force dedicated to long-range penetration behind enemy lines to help not only provide valuable intelligence with regards to the reconnaissance of enemy forces and positions, but will be dedicated to 'unconventional' partisan tactics in regions they operate in as part of an effort to harass the enemy's rear while also assisting in ground offenses and special operations should the task require it. In addition to these functions, those members of the SH that are not deployed in the field will assist in the development of the German Army not only countering partisan activities, but in swift-stealthy mobile warfare similar to the Sturmpioneers of the First Weltkrieg. While obviously such a scenario can not work in all situations, this development should allow for a greater German strategic mobility on the ground and should allow for a greater counter to enemy forces by having either an effective, elastic defense or the maintenance of the momentum should a breakthrough of the enemy's lines be achieved. This forces will be initially deployed in Elsaß-Lothringen before being relocated to other parts of the front on an ad hoc basis.
