While German positions in Belgium and Elsaß-Lothringen are of upmost importance to holding the West against the Syndicalist menace, it is also known that the Third Internationale in Europe suffers from a fundamental lack of natural resources including rubber, oil, and aluminum... why else hasn't there been a massive swarm of angry Syndies on both the seas and in the air? While synthetic resources are a possibility, it seems improbable at best that NATO has invested the time and resources into pursuing such an investment while NATO and NATO-aligned states outside of the European theater have a fair amount of resources that can be imported into major Atlantic ports such as Plymouth, Bristol, Southampton, Brest, Bordeaux, La Rochelle and Seville. However, Germany suffers from a similar issue though not as potent as the Third Internationale due to natural oil and aluminum deposits in Galicia, Weser-Ems and the Pannonian Basin.

As such, it has become clear that the best way to defeat the Syndicalist menace is to isolate NATO and NATO-aligned from friendly overseas regimes by gaining and maintaining naval supremacy not only in the North Sea, but the North Atlantic and West African approaches needed for the importation of natural to European markets and factories.

With regards to this fundamental realization, it has become clear that the geography of Western Europe in regards to those that are opposed and supportive of the German war effort is decisively against her. As such, Germany will begin a diplomatic outreach to the Scandinavian countries (Iceland, Denmark, Sweden and Finland), as both a means to secure Germany's north flank along the Baltic, but as a way to sever British ties with Norway and isolate Russia in a potential conflict through the severing of trade along the Baltic and along the White Sea/Murmansk trade routes used a bit during the First Weltkrieg.

To Sweden we offer continued assistance in the prosecution of its war against the Norwegian menace and will offer to send air support and some specialized ground units should Sweden join the Reichspakt and leave the OFN.

To Denmark we offer protection from naval threats from both the Union of Britain and the Russian Empire in exchange for participation in the Reichspakt by the Danish State, to help show the German commitment to Danish independence, Germany offers to establish naval/air bases in Jutland and the Faroe Islands while also establishing garrison forces for the aforementioned as well as the Jutland Peninsula. Germany also requests that Denmark allow for a series of radar installations to be built on the Faroes in order to track Third Internationale aerial flights and potentially shipping.

To Finland, we offer the promise of Karelia and other ethnically Finnish territories currently held by Russia in exchange for either Finland's admission in the Reichspakt or at the very least, benevolent Finnish neutrality in any German-Russian war that would ultimately see the Finns leave the OFN. If Finland joins the Reichspakt, Germany offers to send it an Army Corps in order to assist in not only the defense of the country, but to support Finnish forces in any counterattack or intrusion onto Russian territory should they desire.

To Iceland, we offer a German guarantee of the island's sovereignty and request either Icelandic ascension into the Reichspakt or at the very least, permission for German naval and air forces to station themselves on the island as well as permission for Germany to build a series of radar installations on the island in order to track Third Internationale aerial flights and potentially shipping.
