The announcement of recent trade deals for military goods, particularly aircraft, between members of the Organization of Free Nations and the Syndicalist menace leaves us no choice but to impose an embargo on the trade and shipping of military goods by the Organization of Free Nations through German or Reichspakt territory. No weapon, artillery piece, warship or warplane of those nations will be allowed to pass through the borders or territorial waters of the German Reich, Lithuania, the Union of Baltic Duchies or Ukraine, and will be seized at the border if an attempt is made to violate the embargo. War profiteering is shameful and below the dignity of any respectable country, and to see states of the OFN engaging in it shows only the moral bankruptcy of that alliance of convenience.

The diplomatic mission of the Ottoman Empire in Germany is informed that this embargo will not affect the trading relationship between the German Empire and the Ottoman Empire, so long as the Ottoman Empire agrees to not send military goods to Syndicalist nations.
