The German ambassador to Sweden has reached out with a proposal.

Considering our recent trouble with the Syndicalist attack on our borders, it seems that the time has come to assist you, our friends to the north, by assisting in the naval blockade of Oslo. We believe it likely that Syndicalist ships will try to enforce a blockade of the Baltic in an attempt to keep our powerful navy at bay. They shall fail, as they failed in the last war.

Therefore, we propose the following arrangement:

1. German ships and submarines will help the Swedish navy enforce a blockade of Norway. In return, Swedish ships agree to treat all ships hostile to Germany - ships flying the CoF and UoB flags - as hostiles, to be engaged on sight.

2. German aircraft will cooperate with Swedish aircraft and ships in patrolling the North Sea and Baltic Sea to locate and attack any Norweigan, UoB and CoF ships in these areas.

3. Sweden will agree to closer economic ties to Germany, particularly in the area of iron ore exports.

4. Should this arrangement be mutually beneficial, Germany will consider direct intervention in Norway on behalf of Sweden - should the Swedes agree to closer alliance with Germany, including joining the Reichspakt.

We patiently await the Swedish reply.
