To the signatories of the Philadelphia conference:

The Kaiserliche Marine would like to formally arrange a number of bases for future use by German merchant and naval shipping, in order to extend the range of capabilities for the German fleet in the current war against the Syndicalists.

• We request a general basing agreement in all Entente-affiliated bases, but more particularly, we request refuelling and rearming facilties be provided in:
  • Dominion of Canada, particularly in Halifax, Quebec City, Vancouver, Anchorage and Nome
  • the West Indies Federation, particularly in the Bahamas, Jamaica and French Guiana
  • Brazil, particularly Rio de Janeiro, Vila do Conde and Suape
  • Argentina, particularly Buenos Aires and Comodoro Rivadavia
  • National France, particularly Algiers, Dakar and Bissau
  • Portugal, particularly Lisbon and Porto
  • Australasia, particularly Auckland, Melbourne, Sydney, Perth, Port Moresby and Timor-Leste
• We request a minimum of refuelling facilities be provided in:
  • Belize, El Salvador, and Nicaragua
  • Corsica
  • South Africa, particularly Cape Town, Port Elizabeth and Maputo
  • Oman
  • the Falkland Islands
  • Sri Lanka
• Additionally, we request:
  • Unrestricted access to the Panama Canal for merchant and naval vessels
  • Permission to use small, uninhabited islands as rendesvous points and anchorages
• We would also like to open the possibiltiy of future use of air bases in Entente territory by German patrol aircraft, particularly in the Caribbean, Mediterranean, South Atlantic and Indian Oceans.
