May 30th, 1939

In response to the aggressive war declared on Germany by the Syndicalist nations of Europe, the Luftstreitkräfte will be patrolling the North Sea and the Baltic Sea to deter Syndicalist naval movements there, using our Dornier flying boats and Focke Wulf 200 converted airliners. The German government would like to formerly tender a request with the Kingdom of the Netherlands and the Kingdom of Denmark to allow overflight of their territories. We have no quarrel with either the Kingdom of the Netherlands or the Kingdom of Denmark, but they surely must understand the realities of war and that it is possible overflights of their territory (particularly the Danish islands of the Baltic Sea) may occur.

Our aircraft are clearly marked as German and will only be patrolling in search of Syndicalist naval vessels. We accept that the Danish and the Dutch may feel more comfortable escorting our planes through their territory with fighters if needs be, as long as no offensive action is performed against our planes.

We also request that any air crew that is forced to land in Danish or Dutch territory is returned to Germany as quickly as possible.

In return, our navy pledges to protect the neutral shipping of Denmark and the Netherlands from attack by Syndicalist submarines, surface ships, and aircraft, to the best of our ability.
