As Germany's 2nd in Command, I will oversee command of her naval assets and technological development to assist in our war effort. I will undertake raiding campaigns using our surface and submarine fleets to attack enemy merchant shipping and cripple the enemy's will to fight, while also defeating enemy fleets in decisive sea engagements. I will develop our war machine to modernize it for the fast-moving type of war we are confronted with, while also making sure that our logistics and ability to maintain internal lines of communication are strong.
