Following the recent sweep into the Deep South and the public promises made by the SPA to the predominately African American population of the South, the NUP and by minor extension the Farmer-Labor party have been put into a pickle. With the NUP's unity at risk should Wallace try to push further Civil Rights reforms through Congress it seems like the liberalization of American politics and the reformation of race relations in the United States has come to a halt as so long as the Dixiecrats and conservative Republicans continue to oppose Wallace's and the more liberal members of the National Unity Party. However, with the recent capture of most of the South, a unique opportunity has arisen that might get what Wallace wants... in a very roundabout way.

Designating both the Ku Klux Klan and the Sliver Legion - both ardent supporters of the previous Longist government - as domestic terror groups, Executive Order 7407 seeks to expand on Executive Order 7056 by using the Sedition Act of 1918 to go after the Klan and SL as "anti-recruitment and vigilante groups". With the National Guard of the region decimated and unable to preform their job in any way, shape or form, and the fact that the states in question are still technically under military occupation until their re-admittance into the Union, the power will be granted to military forces in the region working closely with the Justice Department to carry out this order.
