As any observer who's spent much time either in Spain or writing about it knows, the defense of the monarchy often falls upon the backs of unreliable Carlist militia, or other armed conservatives who wish to defend the old order (and thus often die trying). As such, there is a dire need to reorganize, train, and properly equip the men who all too often shed their blood unnecessarily while serving their King and country. The Regent, after reviewing a plan from the General Staff, has ordered a small-scale revitalization of those militia guarding the French frontier, and has also authorized the raising of a new, specialized regiment of loyalist soldier-citizens that shall act as the regime's most elite formation. Hopefully, if this trial run goes well, the remainder of the armed citizenry on the front lines shall be brought up to speed with professional military tactics, training, and equipment.

The Escuadrilla Real y Especial de Operaciones (or RSSO/Royal Squadron of Special Operations) shall consist of 3 battalions of the most grizzled and hardy soldiers available at the King's service (to be constituted mostly of men from the hardened Army of Africa/Seville, along with some particularly excellent elements from the Carlists). These men of the sword will be trained extensively in hand-to-hand combat, urban warfare, and naval boarding/landing operations, with support to be provided by Entente and German advisors (with their consent). This outfit shall receive the finest in weaponry and kit available for purchase from the government; the General Staff hopes to expand this unit's oeuvre to long-range small arms fighting, guerrilla tactics (although, given the number of mountaineers and militiamen in the outfit, this is likely not needed), and eventually, the uncharted frontier of parachute drops on the enemy. Training is to begin shortly; after the remnants of the Army of Africa and Seville are sorted through and appropriate manpower/kit reserves are ready, the Escuadrilla should begin to see action within the next three months.
