After the dreadful outcome of the march, it is clear that an armed conflict regarding the Ulster issue would be beneficial to no one. Many will die on either side, but Ulster is fundamentally isolated and fewer in numbers. This is why we propose a second ceasefire, to be held until the referendum concerning Ulster independence is done and this matter is handled once and for all. Here are the conditions:
Excluding the two militia-turned-infantry divisions and the half a guard division in Belfast, there is to be no additional Irish army deployment in Ulster. This is a very major concession on our part since 1. it was our tank division that won us the war last time and 2. it's still our territory and not being able to move whatever we want through it is unpopular enough and has no legal backing. The Irish Army will not undergo anymore significant expansions either.
In return, no militia associated with the Orange Society or the UVF will conduct further arms trainings, expansions of your armed forces, or weapons purchases. Any attempts to train into being an armed force, presumably for the purpose of acting like one, will be curtailed by military action.
No marches going through Catholic or mixed areas sponsored by you. We will restrict whatever Catholic groups there are from marching in Protestant areas but that has not been a problem so far.
No shooting at each other.
All aspects of this agreement will be in effect immediately. If any part of this agreeement is broken by any side, the deal is off.
We hope that the Orange Order and the Ulster Vanguard will find this deal acceptable to minimize bloodshed before the referendum happens. These
[m: this is retro to react to the crisis since we are in a time bubble. The referendum should have already happened by this point in time but it was not resolved so this happens before that].
