With the declaration of martial law, it is imperative that the country be placed on a war footing, for the Federal Government can not assume that its relative superiority will continue the longer the war goes on. With Canada's support going to be limited in scope at best - no support at worse - and with only the far away country of Russia even willing give support to our republic, America might be the last true bastion of liberty. To keep that liberty preserved, the American economy - laying hallowed by the Great Depression and Black Monday, must be awoken, its empty factories used to not only produce goods for the average America, but the war material needed to crush the SPA and AFUP radicals.
The War Production Board shall be established with former President Herbert Hoover being appointed as the first chairman of the board. The War Production Board - or WPB for short - will constitute the chair, the Secretaries of War, Navy, and Agriculture, the lieutenant general in charge of War Department procurement, the director of the Office of Price Administration, the Federal Loan Administrator, the chair of the Board of Economic Warfare, and the special assistant to the President for the defense aid program. The WPB will be granted generally broad authority to direct the conversion of industries from peacetime work to war needs, allocate scarce materials, establish priorities in the distribution of materials and services, and if it so chooses, to prohibit nonessential production. To help make the WPB as effective as possible, the WPB will not only coordinate with local/state war production boards, but also set up twelve regional offices and one hundred twenty field offices throughout the nation. (This number will be limited to start, but will grow/shrink depending on the are the NUP holds during the course of the war)
To help maintain normalcy, price controls across the country will be erected to not only help limit war profiteering, but also help keep the American populace supportive of the NUP's efforts to conclude this war in a timely manner. To go in hand with price controls, there are just some items that can not be produced in what territory the NUP have, owing to the wrong climate, limited mineral deposits, or the factories that used to produce items that have been previously consumed are now in the hands of rebels and as such should be written off for the total supply available to the government. Items that are not in abundance will be subject to rationing, with four stages of rationing being instituted based not only on cost, but also its value to the war effort.
The National Labor Relations Board will be modified, placing the positions on the board, with each of the 15 members being nominated by the Department of Labor before being voted upon in the Senate with a two-thirds quorum needed. However, only a majority of Senators will be needed in order to have a board member be voted in.
While a draft might be needed at some point depending on how the war goes, it is the belief of the Federal Government that conscription is not needed considering the influx of volunteers wanting to sign up as the war goes on. However, if the draft is to be considered as a viable option - and to avoid disrupting the industry the NUP is trying to promote - it needs a solid foundation and an accurate listing of young, eligible men and their professions in order to prevent errors and help speed up the enlistment process. As such, Congress has passed the Selective Training and Service Act of 1937 in order to get men between the ages of 18 to 35 to register with their local draft boards. It is believed that the previous expansion of the boards last year will be able to handle the influx of people expected to register following the passage of this bill.
