With the SPA backed Red Guard proving a bit difficult to dismantle and with the Longists in the South not even attempting to mask their own justification for a power grab by going against their own 'Constitutional Amendment', it has become clear that the country is truly in the depths of Civil War. Following pressure from some of the less... liberal of not only his cabinet, but what remains of Congress and his military officials, President Wallace has declared martial law across the country in response to the cascading tide of violence that has not only erupted in the Rust Belt, but also the South following Long's succession from the Union. Broadcasting to the entire nation, Wallace proclaims that the declaration of martial law is with a heavy heart and that he hopes the Union can be reunited as soon as possible.

In addition to the declaration of martial law, Wallace would end his speech with a small announcement that the national government was to be fully desegregated as well, stating that due to the loss of several areas and defections from the National Government apparatus following the SPA and AFUP's declarations of independence, the Federal Government needs as many qualified people it can get, not only to replace those that were lost, but also to help prepare the country for military rearmament should the Civil War not be over by Christmas.
