Following the swarm of SPA Red Guard attacks on Federal figures and the assassinations of Rockefeller and General Marshall, President Stimson has issued Executive Order 7056 as part of an effort to not only bring the Red Guard to justice, but stop the destabilizing influence of the Red Guard. Citing the Red Guard's attacks on not only military figures, but high ranking Cabinet members of President Hoover's cabinet during the lame-duck period, and recent attacks against himself following his temporary appointment as President until any candidate can be voted upon in the Senate or the House President Stimson has declared a National Emergency. Citing the connections between the recent wave of assassination attempts and to the SPA-affiliated Red Guard threat of Red Guard and their wide-spread influence has forced the government to institute a National Emergency in order to fully confront the issue. The Red Guard paramilitary group will now be subject to the Sedition Act of 1918 and the Justice Department will be granted full authority to begin prosecution of Red Guard members considering the Red Guard's new status as an anti-recruitment and vigilante group. To assist local authorities in bringing the Red Guard to justice, President Stimson has stated his intent to use his authority as defined in the National Defense Act of 1916 in order to call up and federalize the National Guard of the United States.

While it seems unlikely that the high ranking members of the SPA Congressional Delegation had no knowledge of the attacks, the Justice Department has started an investigation into determining if the aforementioned is actually the case. Congressmen belonging to the SPA as of January 4th, 1936 will be asked to comply with federal investigations into the wide-scale Red Guard attacks. No arrests of SPA Congressmen/political figures will be initiated unless strong and non-circumstantial evidence is found that links them to the terrorist attacks.
