To build atop off our existing efforts to bridge Ireland's various sects together, we need to do more than just set up commissions. Collins and his Cultural Unity Commission have laid a groundwork for the federalization of Ireland. This involves creating "four regional parliaments for each of Ireland's four provinces" (KR4). This is expected to make the Irish government serve the needs of all Irishmen better, including the Western Irish who were comparatively lacking in development compared to the Eastern Irish near Dublin, and the Ulster people as well.
By giving the Ulster people a form of autonomy through this act, we hope to weaken sentiments for further Unionist actions. It is worth noting that even back in 1925, Ulster rebels only declared Ulster to be a "free province" instead of declaring themselves part of the United Kingdom, and Unionist sentiments as opposed to autonomous sentiments have probably only declined since then with the complete abandonment by the government in exile of the United Kingdom.
The planned path is to have public referendums in all four provinces between the federalist option and the status quo. In Ulster, there will two questions, the first being remaining part of Ireland in any form or complete independence and the second being federalist or status quo. Of course, Collins is practically a dictator at this point and has the government at his disposal, so he will "fix" these referendums if it looks like the preferred federalist and no independence options might not win, especially the Ulster ones. The votes will all be collected and counted in Dublin to "ensure integrity" and "eliminate local biases", where only Collins and his cronies will know about this top secret plan, count the votes, and then change the results if they are not favorable. The results would still be realistic numbers, but they will achieve the majority Collins wants.. These referendums are slated to happen by the end of the year, with a simple majority in all four provinces necessary to enact it. Of course, the government under Collins will support the federalist option and given that it's the one body of power that stands to gain from a unitary state, it's unlikely that anyone else will campaign against the federalist option.
In other news, Ireland has made Ulster-Scots Scots dialect the third official language of Ireland alongside Irish and English. This is to avoid alienating a massive chunk of Ulster for virtually no reason.
In completely unrelated and other news, the two divisions of volunteers in Ulster of roughly 26k men will be armed to scratch with the standards of our regular army. With part of the regular army sent to Belfast to monitor the protest, these divisions will receive training from other army elements, as well as Canadian British Army officers that have nothing better to do in the frigid wasteland that is Canada, to eventually become regular army divisions or at least have their combat effectiveness and be put under Irish Army command. Our reason for this is two fold. One, Ireland needs to defend its territorial integrity from foreign powers no matter what, and one rifles infantry division tank and cav auxiliaries isn't enough to do so. Two, putting these volunteers/militia under normal army command is a good thing for the Ulster people, since these militia are now put under a leash and are subject to following human rights and stuff like that. We emphasize that our total army size has not increased one bit, we are just simply managing our militia to be less like those Catholic street gangs the Protestant Ulster people sort of hate.
