Russian Ministry of Defence Memorandum

The NSC has authorized the MOD to initiate a new plan for the Russian military as we move to meet the threats of the 30s. In order to protect a nation the size of Russia, we must review the capabilities of our armed forces. We aim to build a large army to protect our many fronts. This necessitates a different approach then is traditionally used by many countries. With the economic effects of Black Monday rippling through Russia we are met with an unprecedented deluge of unemployed men and women without jobs. The Russian state will take advantage of the example of the Women’s Battalions, reminding men hesitant to enlist the great duty they have to their country. This means the expansion of auxiliary military roles for women and the creation of new volunteer women’s battalions as seen in the Russian Civil War and the World War.

On the Propaganda front, we must remind the Russian people that the army offices, a place to sleep, bread, and pay. Moreover, we must remind the Russian people that their poverty is due to our military defeats at the hands of the German menace to our west. Millions of Russians linger under foreign occupation, the Russian people themselves suffer through stagnation and austerity due to the greed of German stock market speculators, and their outrageous terms in Brest Litovsk. The insidious Empire of Japan and their collaborators in Vladivostok would have our people Kowtow to their idolatrous Emperor. The Russian people will not be serfs or slaves for Japan nor German. The Russian is not a serf, he is not subservient, he is defiant, strong, and he is a conqueror. It must finally be mentioned that Russia was defeated in the World War, not by German hands, but rather it was stabbed in the back, by Syndicalists and Communists. Where did these Bolsheviks get their money you ask? Who sent them to Russia? It was the German Empire. It is important we stress that the Russian Army was defeated by plotters in Petrograd and Moscow working for Germanic paycheques, signed in the Blood of the Russian people. The New Russian army will be a force for change, one that elevates the Russian people and expunged the stain of traitors and treason. We will not be betrayed nor undermined by our enemies at home.

The Russian army will thus be at an authorized strength of 1.75 million men. With a further 250,000 as part of the Natsgvardiya Shock Divisions. With the uniforms and banners of Kornilov, these will be formed from the nucleus of Kornilov’s Shock Division and Savinkov's Combat Organization. These Cadres will grow and nurture into a modern-day Praetorian Guard.
