Savinkov today has met with the cabinet and presented a directive to all the apparatus of state. To be implemented immediately. In the wake of the years of economic stagnation following the Russian economic miracle and now the global economic crisis, it is time for radical economic reorganization and a move away from the NEP which represents the corrupt and backwards Kerensky era. In order for the Russian people to move forward from the 19th century and into the 20th century we must commit ourselves to the economics and technology of the 20th century. Savinkov has formed a Supreme Economic Council (Verkhovny Ekonomicheskiy Sovet) to manage the state's economic actions and planning.

MTS and land reform

The Government has formed the new Machine Tractor Station system in the rural parts of our nation. With the government instituting land reform and providing peasant farmers with land, it is also necessary to provide them with modern agricultural equipment. The Yusupov Corporation will be contracted to produce tractors for the MTS system. We plan to supply 45,000 tractors that will be leased to peasant farmers in exchange for a share of their produce. A similar service will be created for fertilizers. This motivates the farmer to increase production as the share of produce requested by the state will be less then the increase of production peasant farmers will create with modern agricultural techniques. Furthermore, each MTS will provide classes and training from agronomists to allow the peasant farmers to more efficiently and professionally utilise their new property.

Family and Widow Care system

Given the number of fatherless families in Russia and the numerous children who cannot be fed due to the economic conditions, the Russian state has instituted a policy that will allow widows and families to claim food coupons and small Ruble payments to help survive in these difficult times. This allowance should be an example of the compassion of the new Russian government.

Veteran’s Fund

A fund will be created for veterans of the Great War and the army which will manage stocks and trust funds to allow it to produce interest to pay out in the form of monthly allowances to veterans. Furthermore, all Veterans will receive free healthcare.

Work Program

As part of the war on potholes, we will be hiring unemployed workers to rebuild, resurface and expand the Russian road system to allow for a greater quantity of goods to be transferred in the nation. As well as providing a labour pool which can be trained and deployed and soak up unemployed workers from Black Monday. A large scale infrastructure building campaign will follow its creation in the coming year.
