Despite the New England Congressman leaving the NUP, the majority that the NUP holds is - for now - holding, the Progressives under Wallace continuing to toe the party line all for the sake of reform - not revolution. Following a series of chaotic events ranging from protests in the West regarding the Navajo protesting against the Navajo Livestock Reduction plan carried out by recommendation of the Bureau of Indian Affairs, as well as the continuance of the Dust Bowl, it seems that America can't catch a break! But, with various levels of support from both the SPA and AFP regarding the bills, Congress has passed three major pieces of legislation in the past few months.
The Flood Control Act of 1936
Issuance of a grand total of $150 million dollars to the State of Pennsylvania's Flood Reconstruction Commission in order to oversee the reconstruction of Western Pennsylvania and Pittsburgh. Federal oversight and auditing of the Commission will be done in order to avoid wasteful spending and as much corruption as possible.
Federal investigations and improvements of rivers and other waterways for flood control and allied purposes shall be under the jurisdiction of the War Department under the supervision of the Chief of Engineers. The expansion of the U.S. Department of Agriculture's jurisdiction to include watersheds, waterflow retardation, and soil erosion prevention. Establishment of clear boundaries for both the Chief of Engineers and the R.S. Department of Agriculture to not interfere with reclamation projects under the jurisdiction of the Bureau of Reclamation of the Interior Department.
Indian Reorganization Act of 1936
Granting of full citizenship to all of the Indian populace in the United States, effectively uplifting Indians from their current status as second-class citizens. Prepare for the transition of select Native lands as established by ratified US treaties back to Native tribes and reservations. The overturning of the General Allotment Act of 1887 and a program will be introduced in order to help the Native population recover the land due to them that was sold away due to the sudden implantation of state taxes.
Establishment of a new investigation of the Navajo lands to reexamine the underlying report that led to the passing of the Navajo Livestock Reduction Program, with a focus on either confirming or challenging the 500,000 sheep carrying capacity statistic that has led to the culling of calling for a revised investigation of the Navajo lands to reexamine the number of sheep and other livestock that could reasonably be sustained in order to prevent further erosion and deterioration.
Soil Conservation and Domestic Allotment Act of 1936
Granting of $450 million in aid to Pacific and Rocky Mountain states to expand public work systems and prevent a further expansion of excess labor caused by internal migration.
Encouragement the use of soil resources in such a manner as to preserve and improve fertility, promote economic use, and diminish the exploitation and unprofitable use of the national soil resources. Free lessons to farmers to mitigate the efforts of improper plowing on soil conservation. Federal planting of grass and trees in areas of moderate to high soil erosion to help prevent future erosion from occurring.
Establishment of a new requirement that will see landlords share the payments received from the government for cutting back farm production with those who worked on their land.
