January 3rd, 1936
Whirlwinds of danger race around Washington D.C., with radicals continuing to threaten the American way of life with their detrimental proposals and harmful, foreign views. For the past seven years, Hoover has been unable to fix the American economy following the Wall Street Crash, through both his own stubbornness and the continued radicalization of the House, leading to the current day. As the clock turns to 9pm. the Sergeant at Arms loudly proclaim, "Mister Speaker, the President of the United States!", President Hoover would walk in. Met with silence as he walked to the Speaker's podium, Hoover would soon look at the assembled crowd, seeing their eyes filled with disgust, hatred, contempt or just resigned path, would begin his speech.
Briefly looking down at his assembled notes, President Hoover would soon begin to speak into the assembled microphones of the various news agencies, fully knowing that the fate of his party - but America as well rested on what he spoke and uttered tonight.
"To the Senate and House of Representatives:" Hoover started,
"It is my duty under the Constitution to transmit to the Congress information on the state of the Union and to recommend for its consideration necessary and expedient measures."
"The chief influence affecting the state of the Union during the past year has been the continued domestic economic disturbance. Our national concern has been to meet the emergencies it has created for us and to lay the foundations for recovery."
Continuing onward in his speech as he talked about world affairs and the readiness of the armed forces, Hoover would eye the crowd before continuing about his plans for economic recovery. Reaching the end of the speech, Hoover would briefly pause, looking down at his notes, almost lost in thought before looking up at the assembled crowd, quickly deciding to ad-lib the ending of his speech.
"It is become clear that I was wrong, even foolish, to issue my Presidential Veto on the Emergency Relief and Construction Act of 1932. It was my belief at the time that Congress would be able to come together and make a better bill that would address the needs of the American people that wouldn't waste money needlessly on pork-barrel projects and nonproductive public works. However, as the Great Depression continues into its eleventh year, it has dawned on me that the Emergency Relief and Construction Act was not frivolous spending as I had previously thought but what America has desperately needed since Black Monday. Business has failed in correcting itself - and America. As such, I am announcing that my previous opposition to the Emergency Relief and Construction Act is no longer valid, and that I stand ready to sign any stimulus package approved by Congress, so long as the total expenditure needed to implement such a package does not exceed a total of five and a half billion dollars."
With that, President Hoover would step down from the Speaker's podium as members of both the Republican and Democratic Party would look at each other, soon giving President Hoover some applause as he is escorted by the Sergeant of Arms out of the chamber. Some members of Congress would reach out to shake his hand, but Hoover would continue to walk forward, pretending he didn't see the arms outreached as he internally thought to himself, hoping to himself that the words he uttered tonight where the words that America not only needed to hear, but also true. Though his ideals and beliefs are shaken to the core, President Hoover may finally usher in the economic recovery that America needs and deserves.
tl;dr Wagner-Garner Act basically revived by Hoover
