The USSR, previously Ukraine, is now in a position of economic necessity with the Reichspakt and the remaining Eastern Nations under Germanic Influence. We have the pipelines from the Caucasus Mountains, we have the grain fields and we have the oil refineries in Southern Ukraine.

All the things that Germany needs to fuel its expected and to be ongoing wars and conflicts - we are willing to negotiate with you on continuing our trade together, if you are so willing. Further, we are clearly and openly prepared to engage against the Russian Republic and we offer something never before seen since the Russian Civil War.

No matter what happens in Eastern Asia, we must destroy the Russian Republic sooner than later. We are affirmed in our belief that no matter what happens out of Japan and Eastern Asia that the victors will turn on Germany first - we can offer a head start in this by punching through the Russian State and offering direct access to Japanese territories in China.
