In order to formalize the growing military cooperation between the Syndicalist Nations of South and Central America, Chairman Marmaduke Grove, along with head of the armed forces General Bartolomé Blanche, welcomed the leading military commanders of the Syndicalist Republic of Chile, the Syndicalist Federation of Argentina, the Republic of Peru and the Republic of Mexico, as well as other related forces.

A number of points were discussed and a new organization was agreed to be formed. The Comando Unificado para Liberación en las Américas or CULA (Unified Command for Liberation in Latin America) will oversee military cooperation between the states involved. The stated purpose, General Blanche noted, was "to unify the efforts of all our nations towards the liberation of the worker from the clutches of the juntaists throughout the Americas."

A number of programs under CULA were discussed. These included:

• industrial cooperation, especially including the production of weapons, aircraft and warships. Chile, Argentina and Mexico have already demonstrated their commitment in this regard through joint production in arms.
• military cooperation, through advisers and direct military partnerships. Chile and Mexico have already begun military cooperation with Peru.
• economic cooperation, through joint stimulation of each other's economies.

Chairman Grove was proud to present the charter of this Congress to the respective delegations, wherein it was promptly signed by the representatives from Chile and Argentina.

It is expected that appendices will be attached relating to specific points of the cooperation.
