To formalize our friendly relationship with the new nation of Insulindia, we propose a treaty delivered by our envoy in Djakarta.

• As we have already proposed to the Empire of Japan through the Greater East Asia Co-Prosperity Sphere, the Syndicalist Republic of Chile would like to extend free trade between our government and the Federal Republic of Insulindia.
  • The Syndicalist Republic of Chile would like to arrange the purchase, at market price, of Insulindian oil and rubber.
  • The Syndicalist Republic of Chile would like to propose the establishment of a new company, the Chile-Insulindia Agricultural Cooperation Society (Sociedad de Cooperativa Agrícola de Chile-Insulindia, or SCACI) to provide for the regulation and optimization of agricultural trade between the two countries. In particular, SCACI would be responsible for cacao, rice and coffee trade between the two countries.
    
  • In parallel, the Syndicalist Republic of Chile would like to propose the establishment of the Chile-Insulindia Mining and Extraction Cooperation Society (Sociedad Cooperativa de Minería y Extracción de Chile-Insulindia, or SCMECI) to provide for the close cooperation of the mining industries of the two countries. Chile has a long history of mining, and, as our recent expansion in Antofagasta region shows, we are well-equipped to expand mining infrastructure in even the harshest of conditions.
• The Syndicalist Republic of Chile would like to send a mission of infrastructure experts to the Federal Republic of Insulindia to help with the expansion of railways, roadways and energy infrastructure within the country.
  • The Chilean Director of Railways, Javier Esposo, would like to send 15 members of his senior board to survey Insulindian railways and offer technical assistance to the maintenance and construction of locomotives, tracks, bridges, and other railway infrastructure.
  • The Chilean Interior Minister, Ernesto Jarpa, would like to send a 10 person delegation to survey the Insulindian power system and offer technical assistance therein.
• The Syndicalist Republic of Chile expresses interest in establishing expanded steamship and aviation connections between Chile and the Federal Republic of Insulindia. If amenable, we would like to propose a once-every-two-weeks service between Djakarta and Valparaiso by Chile's national steamship line, CSAV.
• As part of the formalization of Chilean and Insulindian military cooperation, the Syndicalist Republic of Chile would like to propose a 25-year non-aggression and military collaboration pact, securing each country against aggression by the other, as well as providing for military assistance to Insulindia by Chile for the next five years, if economically possible.
• Finally, the Syndicalist Republic of Chile will, as part of the Federal Republic of Insulindia's prior order of arms, send:
  • 65,000 Mauser Model 1909 Rifles, 7,000 Madsen Light Machine Guns and 75 Modele 1919 Schneider Mountain Guns.
  • As part of our military assistance, the Syndicalist Republic of Chile would also like to offer to produce two million rounds of 7.65mm ammunition for the above guns in state FAMAE armories OR the Syndicalist Republic of Chile can sell tooling and equipment for producing suitable ammunition to the Federal Republic of Insulindia for currency payment in addition to the currency payment already arranged for the weapons mentioned prior.

We again congratulate our Insulindian comrades for their success in achieving independence from the Dutch, and hope that our terms are amenable to the Insulindian government and people.
