The Chilean government would like to present a treaty of Fraternity, Peace, and Solidarity to the Empire of Japan.

• The Syndicalist Republic of Chile would like to extend free trade to the Empire of Japan and all of the Greater East Asian Co-Prosperity Sphere (of which the Syndicalist Republic of Chile is a junior observer). The Republic of Chile is world renowned for their valuable mineral resources and agricultural production.
  • Along with the treaty, the Syndicalist Republic of Chile sends fifty of their finest cuts of beef to the Japanese Imperial Family, with the complements of Chairman Grove.
• The Syndicalist Republic of Chile would like to sign a non-aggression pact with the Empire of Japan and the Greater East Asian Co-Prosperity Sphere, guaranteeing no aggression on the part of either party for a period of 15 years, with the option to renew in 1952.
• The Syndicalist Republic of Chile would like to extend an offer of unrestricted immigration from the Japanese Empire to the Syndicalist Republic of Chile. The Syndicalist Republic of Chile recognizes the recent difficulties the Empire of Japan has faced in dealing with overcrowding and the loss of land by farmers. The Syndicalist Republic of Chile is an ecologically rich country with a storied history of farming, with much room for expansion by the Japanese population.
  • In addition to immigration to the Syndicalist Republic of Chile, the Chilean government also wishes to extend offers for immigration to neighboring Argentina, currently controlled by a Chilean military government. Argentina is also world-renowned for its agriculture, and, as a result of new land reforms after the recent conflict there, is ripe for settlement of new immigrants.
• The Syndicalist Republic of Chile would like to sign an understanding for technical exchange in the future, to purchase Japanese licenses for industrial goods. The Syndicalist Republic of Chile is very interested in the developments of Japanese industry, particularly in the sectors of naval engineering, aviation, electrical appliances, automotive construction and radio.
• The Syndicalist Republic of Chile expresses interest in establishing expanded steamship and aviation connections between the two countries. We hope that, with help from the Empire of Japan, we can in the future establish a link by seaplane between Valparaiso and Tokyo - a feat that will be rightly celebrated as one of the greatest achievements in Civil Aviation.
• The Syndicalist Republic of Chile would like to sign a deal to repair the formerly Argentinian battleship Rivadavia to working order in a shipyard of the Empire of Japan. The ship will be disguised as a merchant ship by the removal of her gun turrets before being towed to Japan, with her gun turrets being brought in the holds of Chilean merchant ships of the national CSAV line. With Japanese help, we hope to modernize the Rivadavia to be able to perform as a modern battleship.
