Treaty Reestablishing Perpetual Friendship with Russia

Translation, German Foreign Ministry. Drafted Oslo, Norway, January 1937.

The German Empire and the Russian State, recognizing the need to establish a new status quo and solve disputes between the Russian State and the Reichspakt as a whole, have agreed as follows.

Article I.

The Germans agree to recognize the Russian claims to the Mountain Republic, and as such will move to eject the Mountain Republic from the Reichpakt effective immediately. Any German forces in the region will be withdrawn from the Mountain Republic effective immediately to avoid friendly fire incidents. This is conditioned on the the notion that the Mountain Republic - due to its ethnic breakup - will receive fair levels of autonomy.

Article I.I

In exchange for Germany ceding the Mountain Republic to Russia, the oilfields located in Grozny shall be placed under joint German-Russian ownership, with 35% of the oil production in the region being sent to Germany for refinement. The remaining 65% of the oil in the region shall be allotted to Russia.

Article II.

Desiring to promote peace and increase economic and diplomatic relations between the two governments, a 1 billion Reichsmarks credit agreement over five years shall be offer to the Russian government. Germany will grant this lump sum on the condition it is used to help fund Russian efforts to industrialize and modernize their infrastructure and the premise that Russia will purchase the materials required for this from the German Empire.

Article II.I

As part of this arrangement, Russia will halt both current and future trade agreements with states either in the so-called Third Internationale or states that are aligned with it and its goals but not officially in the Third Internationale. As compensation for this halt in trading, Germany and states friendly to her and her cause will expand trade with the Russian State using gold as compensation.

Article III.

In the pursuit of peace and for the preservation of human life, Russia will abandon all expansionist claims to members of the Reichspakt, including but not limited to the United Baltic Duchy, Poland-Lithuanian Commonwealth, the Hetmanate of Ukraine and the Kingdom of White Ruthenia.

Article IV.

The German Empire, recognizing Russian interests in the region pledges to stay neutral in the case of a territorial dispute arises between Finland and the Russian State over Karelia.

Article IV.I

If war is to break out between Finland and the Russian State over Karelia, Germany will remain neutral in this conflict except in the case of Swedish intervention. If Sweden does intervene, the Russian State and the German Empire pledge to intervene against Sweden to prevent a Swedish takeover of all or part of Finland proper.

Article V.

Recognizing Russia's historical claims to the steppes and its people, the German Empire will make no effort to restrict Russian territorial ambitions regarding Central and East Asia and will proclaim neutrality in such an affair.
