After several intelligence failings in the Argentine Civil War, a meeting of Chilean High command on December 23, 1936 decreed an end to the separate intelligence divisions for each armed forces branch. Where previously the Army, Navy and Air Force maintained their own intelligence bureaus, General Blanché declared the formation of a new unified command. This command, the Dirección de Inteligencia Nacional (DINA), is to be headed by General Bené Vidal Merino of the army, and is to be mainly be composed of Army Intelligence Directorate (Dirección de Inteligencia del Ejército) as this was the largest of the formerly independent intelligence directorates. It is expected that this reorganization will up to six months to reorganize in new headquarters in Santiago, down the street from the Army headquarters building.
Representatives of the Navy and the small Air Force both expressed reservations at this reorganization, but acknowledge the army's superior experience especially after their momentous successes of the last war.
