With the Black Monday financial crisis still hitting Siam hard, the people of Siam have suffered too much from an apathetic and uncaring noble class. As such, their response to the economic situation of Siam only was self-serving, failing to recognize that this economic downturn would be much... much longer than initially expected. With this in mind, the People's Assembly, with the blessing of the People's Executive would begin drafting the first of what would hopefully be many Five Year Plans aimed at improving Siam's economy and finally turn Siam into a first-rate world power.
An independent national bank would be established, with power over monetary policy being given to them in order to help guide Siam's economy out of the mess it has gotten into through no fault of its own. In addition to this, several other initiatives have been authorized, the government raising the funds needed through progressive taxes on the nobility and upper classes. The Siamese government has devoted a good portion of the new budget to increasing the electrification of the nation by establishing power plants and the necessary infrastructure to properly use the power generated in the cities of Ratchaburi, Nakhon Pratham, Prachinburi, Phuket, Nakhon Nayok, Chon Buri, Ban Phong, Chanthaburi and Chiang Mai. All citizens in the immediate area of these cities will have power introduced into their households free of charge, with payments for any power used being deferred for 9 months after installation unless the household is among the top 5% earners in the country. If that is the case, then payment will be deferred for only 3 months after installation.
In addition to the electrification program and establishment of the National Bank, Siam would also draw up plans for land reform in the country, sending out attaches into the countryside to collect an accurate rally of every rice paddy, house and farm. While land reform is an important part of the Yellow Cover Dossier, land reform without knowing the true status of the country is bound for disaster. The government will use the information gathered to collect a running tally of land ownership, updating and issuing new documents to help replace the archaic system of land ownership that in some regions, still date back to the Ayutthayan Era.
