While the current Siamese government have the full backing from the people to implement reforms as outlined in the Yellow Cover Dossier, the Siamese government is currently not up to the task to effectively conduct these reforms with corruption and nepotism reducing the effectiveness of the civil service. With the future of the Siamese state at risk if the Yellow State Dossier is not implemented, this situation must be rectified less the nobility and corrupt elite drag the country back into crisis for their own personal gain. A through review of the bureaucracy as been authorized by the People's Assembly, with several independent lawyers and investigators given full powers to sniff out and investigate any allegations of corruption. Recent appointments conducted in the past 10 years by the nobility are placed under heavily scrutiny, with those that failing to hold up ejected from the bureaucracy and are either charged with a criminal offense or are fined depending on the severity of their infraction.

In addition to the "purge" conducted with the blessing of the government, the People's Assembly also passed two new laws concerning the future of the bureaucracy. The first one would establish a rigorous testing program for those that wish to join the bureaucracy in the future similar to. People will be selected based on merit and not political affiliation or their connections to those in power. Those unable to met the standards as required will just simply be unable to work in Siam's bureaucracy. The second act would create an independent oversight and watchdog agency, tasked with eliminating current corruption in conjunction with the independent counsel while also reducing future corruption by keeping track of governmental purchases going into the future as well as investigating anonymous reports regarding governmental abuse.
