While the Khana Ratsadon (People's Party) has been making great strides in establishing democracy in the ground, the party's unity has fragmented as the only thing keeping them together - the threat of absolute monarchy - has been subverted by the temporary Constitution signed by the King in the days following the coup. Even with Black Monday weighing down the countryside, the nobility up in arms and demanding concessions when a "permanent" Constitution is signed and the peasantry still suffering, the People's Party has been unable to address these concerns due to the Draft National Economic Plan proposed by Luang Praditmanutham for consideration.
The Draft National Economic Plan, otherwise known as the Yellow Cover Dossier, calls for the removal and replacement of over 700 years of feudalism as a means of modernizing Siam. Some of the more controversial provisions contained within the Dossier is the creation of a public healthcare system, nationalization of the nobility's land holdings (with compensation of course) as well as the reinforcement and growth of existing agricultural co-operatives in the country through the use of farmer subsidies. However, despite the socialist provisions, there exists a few other provisions that help to muddy the waters with regards to its future lookout including provisions to protest the people's right to private property, the creation of an independent central bank, as well as a commitment to democracy in general.
With the bulk of the People's Party in favor of the Plan, it would have been able to pass following the reduction of the King's power earlier in the year, but strong opposition from the right wing of the Khana Ratsadon, the urban elite, the nobility as well as several newspapers has led to the stalling of the proposal in the People's Committee. The military, having also split in its support for the bill and its socialist-liberal contents has declared its neutrality, allowing the stalemate to go on, each side not wanting to cause a governmental crisis and potentially a civil war with the full weight of the military still up in the air. With the government at an impasse, it seems the election next month will decide the ultimate fate of the Yellow Cover Dossier once and for all.
