We find ourselves in a position where the German nation is the only thing that can save the Serbian people. Our old ally Russia is embroiled in conflict, while the Reds have taken over France. It is a new world, clearly, and a new world calls for new allies.

Austria has just issued an ultimatum that will cause much bloodshed. We are prepared to defend our homeland to the last man. This is something the Serb and the German has in common. It is like the great leader August von Mackensen said ""You are not going to the Italian, Russian, or French front. You are going into battle against a new enemy - dangerous, tough, fearless and sharp. You are going to the Serbian front and Serbia. Serbs are people who love their freedom, and who will fight to the last man. Be careful this small enemy does not cast a shadow on your glory and compromise your successes."

What we need now, our new friends, the great German Empire, is not for you to engage in this war as you and I both know it would be suicide. Rather we need equipment. Serbia has the men to defend her people, and her people living under foreign rule, but what we lack is arms. We would like to rely back on that plan that Germany offered to the Belgrade Pact and would like to place an order for the most ambitious arms purchase we have ever made.

We would like to take out a loan, if possible for the purchase of 20,000,000 RM in military equipment: enough rifles to equip 500,000 men, numbering 9.9 million (with a 10% discount), and 10 million in heavy artillery, tanks, and aircraft. We need this as soon as possible comrades, lest Serbia fall.

Once our homeland, Yugoslavia, has been defended from the aggressor, we will both honor our payments to the German Empire, return any equipment that Germany would like returned (provided we get partial credit off of our debts), and, we would like to join the Reichspakt. So that you may be assured that you will have the backing of Yugoslavia at any time in the future (we will also attempt to use our sway in the Belgrade Pact to facilitate their ascension to the Reichspakt as a unified Belgrade Pact within it).
