Draža Mihailović, speaking to the Generals of the Army, addressed the importance of what he called “aggressive defense.” He argued that Serbia, a defensive state, should not defend our core of Belgrade, because if an enemy reaches that far, then Belgrade would shortly fall. Rather, defending the frontiers and non-Belgrade centers leads to safer borders.
Thus a reorganization of troops is needed:
