Following the increase of trade relations between Albania and Bulgaria as well as the new King Zog’s inherent claim on Serbian territory by crowning himself King of All Albanians, the prospect of a defensive war against Albania crossed the mind of regent Petar Bojović. To answer the call, Bojović passed two motions at the recommendation of General Draža Mihailović.

Motion 1 – Defense of the Homeland Initiative

Veterans of the Weltkrieg and the Balkan Wars before them, that had formed Chetnik detachments during the latter two conflicts, will be authorized to arm themselves and conduct training operations. These groups will be nominally under government supervision through liaisons in the military, specifically General Draža Mihailović. The Chetniks will be encouraged to mobilize several thousand men to be ready in the case of war but, more importantly, to arm and train all of the Serbian peasants in Kosovo and the Niš region that they can to defend themselves a foreign incursion. We expect revanchism will bolster this measure.

Motion 2 – Army Expansion Initiative

As the risk of foes on two borders and the fear of a war on two fronts, our army must be expanded to better defend the fatherland. Two new divisions will be formed and equipped post-haste, trained in Belgrade and ready to be deployed to the fronts at a moments.

1. ‘Kolubarska’ Pešadijska Divizija

2. ‘Kosovska’ Pešadijska Divizija

In addition, training, but not equipment will happen of two more divisions which will form a reserve corp in Belgrade and Niš ready to defend wherever they are needed.
