preparing to replace a floor pan in a vehicle, can it be done using flux core or stick?

I have a rusty floorpan in one of my vehicles, just one spot thankfully. My plan is to cut and replace with a reproduction piece, and either 1/16" 6013 or flux core tacking it in a little bit at a time all the way around until I've gotten it completely welded into place.

Can this be done using these processes? I don't have the budget to grab a tank of welding gas right now, and definitely won't be paying someone thousands to weld a pan in.
