Help with understanding calories defect and not losing weight

Im 36 years old, 6ft 2in, and 415 lbs. My plan calorie intake to try and lose weight is 3500, but I only get around 2500 a day. And Im not losing. Is this low calorie intake stopping me for losing? Is my body thinking to hold on to what I eat and its just storing fat? I dont have a gym plan set yet but I do heavy lifting at work and hit around 10000 steps a day in about 8-9 hours. Any info will be helpful, thanks.
