Down from 265 to 200, but so unhappy with my midsection, next steps to improve?

I lost the weight with mostly diet, but my job is labor intensive and I only go to the gym on my days off. Should I continue to focus my diet on cutting down? Or should I just try to focus more on protein intake and strength training? What are some specific exercises/muscles I can work to make my under-shirt area look more normal?
