Scale hasn’t moved in 3 weeks

I’m 29F 5’5 and currently 199lbs, my weight has not shifted for the past 3 weeks one of the weeks was my time of the month. My stomach really hurts and I just feel bloated in my arms, legs and stomach.
The scale at its lowest was 198.4lbs but it keeps going up and down everyday by ounces every day. I’m getting really discouraged because it’s been like this for 3 weeks now. I have been eating between 1200-1500 calories a day, counting everything including liquids.
