Struggling with Weight Loss

Sex: Male Height: 6ft 3in Age: 31 Current Weight: 250lbs Goal Weight: 220lbs

I Workout for 1 Hour, twice a week (Sometimes 3 days a week, but I'm inconsistent)

Workout Day 1, Half Mile Run in 4 Minutes. Followed by Arm Excercises for 50 Mins

Workout Day 2, Half Mile Run in 4 Minutes. Followed by Leg Excercises for 50 Mins.

Calorie Intake: is between 2300 - 2700 (Depending If it's a Workout Day)

My Diet Consists of 30% - 35% Fat, 30% - 35% Carbs, 35% - 40% Protien. I do not drink literally anything other than water daily (about 6 cups) and a store bought Protien shake only on the days I workout. I usually eat Chicken Breasts and/or Wraps, Greek Yogurt Parfaits, Vegetables and Eggs

My Job is quite sedentary (Security Guard) so a lot of time is spent sitting down watching cameras (about 6 of my 8 hours) with little to no lifting.

Over the past 3 Months I have remained between 245lbs and 255lbs.

Any Advice?

Edit: according to Apps and random websites my BMR is between 2100 - 2300 (Depending on which one) just to maintain my weight. So shouldn't literally any activity outside of existing on the couch and reaching for the remote make me lose weight If I'm below that?

It's not like I don't walk everyday either (it's not a lot but it's not nothing) I get around 3,000 - 3,500 Steps every day. And my 2 workout days should help shouldn't it? I'm not expecting fast results but stagnating isn't what I expecting.
