Why am I not losing weight faster?

I’m a 30 year old man that is 6’4. My start weight on Feb 1 was 216.5 lbs. As of Mar 16 I’m 213.4 lbs which means I’ve only lost 3.1 lbs. I’m trying to get down to my old weight of 185 lbs. My diet has been 1500 - 1800 calories of lean meats (chicken breasts, salmon, pork tenderloins) vegetables, and water. I don’t snack at all. I only have one cheat day during the weekend where I’ll treat myself to an ice cream or some other junk food. I’ve also been walking 15,000 steps every Monday thru Friday since Feb 1. My steps before was around 2,000.
Why am I not shedding the lbs quicker? Not seeing a lower number on the scale is really discouraging.
