Is this normal?

I got a Brazilian sugaring for the first time 9 days ago. She sugared the whole area and tweezed some stubborn hairs. The next day, a few areas of my pubis were irritated (looked like razor burn). Within a couple days, I could see tiny hairs popping out.

9 days later, I have some irritation, lots of hairs growing in, and what may be trying to be ingrown hairs.

I had about 8 laser hair removal sessions, with the last being over a year ago. Since then (and before), I've shaved occasionally, but mostly just trimmed. I hate shaving because I always get irritation and ingrown hairs. I thought sugaring would be better, but that doesn't seem to be the case.

Note: I did NOT exfoliate prior to the sugaring, and I'm not sure exactly how long the hair had been. It was trimmed, but not on a specific setting.
