Is blacklisting a real thing for conservation areas?

Got drawn at a conservation area in my state at a place about 2 hrs away (Ted shanks CA), on back to back days.. which I was very hyped about. But it seems with recent weather the place is about 99% iced up. I’ve heard a rumor that if you don’t show up when you have a reservation, you might get blacklisted for a certain period of time… should I show up anyways just to make sure that doesn’t happen? Lookin for some input here

God I’m so glad I live someplace where I don’t have to win a lottery to hunt public property.

Is this land owned by the state or federal govt? If so, then it’s public land. All the state refuges are open to waterfowl hunting here, and get treated like every other piece of public land. The only place I can’t hunt waterfowl is the federal owned part of the horicon marsh. But we can hunt it for everything else.
